The series finale of Arrow airs Tuesday, January 28 on The CW… yes, the final episode… and The CW has today released an official description. Here’s the write-up; hopefully we will have some photos to share soon.

And yes, this does mean Arrow Season 9 is not a thing that will be happening… but Green Arrow and the Canaries is a definite possibility for the future.
