New Arrow Season 4 Extended Promo: Is Oliver Going To Propose?

The CW just released another new trailer for the October 7 season premiere of Arrow, and it looks like there might be a proposal that Oliver is thinking about (hence, the ring).

It appears to be a longer version of the promo that aired last night.
