Arrow “Docket No. 11-19-41-73” Trailer: Tommy’s Back?!?!

Colin Donnell guest stars as Tommy Merlyn in the May 3 episode of Arrow titled “Docket No. 11-19-41-73”… and he makes quite an entrance as the Green Arrow in the episode’s trailer!

At first we thought this might be a Tommy from Earth-2, but maybe it’s Christopher Chance, the Human Target, filling in?
