Laurel’s mother, who we’re assuming to be Dinah Drake Lance, will be making an appearance on Arrow in the coming months… and now thanks to Entertainment Weekly, we know that “Dinah” – Quentin’s former wife and Laurel’s mom – will be played by Doctor Who royalty, much like Tommy Merlyn’s father (John Barrowman!)
According to EW, Alex Kingston — that’s River Song to you, Sweetie — will be playing Dinah Lance, who “will return to Starling City to make amends with her family that she abandoned years earlier following the tragic death of her daughter aboard Oliver Queen’s yacht.”
(Weird trivia: Also guest starring in the first Doctor Who episodes to feature Alex Kingston’s River Song was Colin “Walter Steele” Salmon. It all comes together!)

I hope that she will turn out to Laurel’s mother and the original Black Canary. I remember reading that the first Black Canary was married to a detective. It will be interested to see what kind of past that Mrs. Lance will have. I got a feeling that Laurel’s sister isn’t dead but a prisoner somewhere. Good luck to the future.
